    If sending a fish wrapped in a flak jacket to a group of mobsters means "Luca Brasi sleeps with the fishes";  what is one to think when while wandering down the hall at work you happen to catch a glimpse of an open storage room through which you see a pair of women's thong underwear strung up amongst the metal legs of a folding table.  Obviously, someone's trying to send a message.
